Assesses the economic implications of the land lease system proposed to replace the expiring one in Fiji. The paper analyzes the efficiency, equity, and risk sharing in the current preferential market-access environment and in possible future world market conditions. Suggestions are made on institutional arrangements that could enhance efficiency in resource use and encourage sharing of production risks that arise from variability in factor prices, climate, and sugar prices.

Reports on research conducted for the Indigenous Land Corporation, an Australian government agency concerned with the acquisition and management of lands for indigenous peoples. Institutional arrangements that might be deployed to support indigenous communities in the management of indigenous-owned land are identified and analyzed. Considerations are made on how best to arrange the institutional systems and processes of the nation-state to support management of indigenous lands management by their indigenous owners.
