The Combined Responsibility of Government, Industry, and Community

The message: Present systems of land use, ownership, and management are controversial on every continent. But today governments are gradually adopting a new approach, businesses are beginning to accept their environmental responsibilities, and communities are increasingly involved in new methods of sustainable rural development. An opportunity thus exists to introduce new policies by consensus that will greatly improve conditions on the land well into the twenty-first century.

General introduction

1. Agriculture: Introductory paper by Prof. Daniel Bromley, "The Role of Property Rights in Sustainable, Economic Development." Case study by Dr. Michael Roth, "Land Tenure Security and Agricultural Performance in Southern Africa."
2. Forestry: Introductory paper by Prof. John Bruce, "Land Tenure and Community Forestry, Worldwide."
3. Mining.
4. Water resources.
5. Land reform:
Case study by Prof. William Thiesenhusen, "Human Rights: Affirmative Action and Land Reform in Latin America."
6. Geographical information systems.
In addition to 2 introductory papers and 6 case-studies, each section of the program will be allocated a 2-3-hour workshop, on which the conclusions and recommendations of the Congress will be based.
