North American Program 


Who Owns America? II : How Land and Natural Resources are Owned and Controlled

was held in Madison, WI on June 3-6, 1998. A sequel to our highly successful 1995 conference, this conference focused on providing a forum for the exchange of ideas and information about land and natural resource tenure in North American with as diverse group of participants as possible.

Five major theme areas were emphasized:

  • A Bundle of Rights: Law, Policy and the Politics of Land
  • Cultures, Ethics and the Land
  • For Land and Money: Economic Realities and Alternatives
  • This Land Was My Land: Land Loss Prevention and Recovery
  • Natural Resources Ownership and Management
Resource guides listing relevant books, articles, and websites, are available for each conference theme area.

Featured speakers included H. James Brown of the Lincoln Institute; Dr. Harvey Jacobs of the University of Wisconsin; Winona LaDuke of White Earth Land Recovery Project; Gary Grant of Concerned Citizens of Tillery and Halifax Environmental Loss Prevention; Patricia Quintana; Bernice Johnson Reagon of American University and Sweet Honey In The Rock; Dr. Patricia Marchak of the University of British Columbia; and Antonio Azuela of the Attorney General for Environmental Protection in Mexico’s office.

The North American Program published four of the papers presented at the conference as part of the Working Paper Series of the Land Tenure Center. These include:
