BASIS 1996-2001 was implemented by the 16-member Consortium for Applied Research on Market Access (CARMA). In compliance with the CRSP Guidelines, BASIS governance was provided through three mechanisms: the Board of Directors, which advised program policy, the Technical Committee, which advised on all technical elements of program development, and the Management Entity, which was responsible for BASIS organization, implementation, communications, and program support. The BASIS External Evaluation Panel reviewed overall program performance.
