ABSTRACT: Paper focuses on past U.S. land reform efforts through analysis of three essentials of land reform-social base, visionary leadership, and administrative capacities. Examines internal difficulties of Farm Security Administration and Bureau of Agricultural Economics during 1930s as well as controversial issues as they arose during New Deal and War on Poverty.
