Land and Agrarian Reform in the Kyrgyz Republic

Project Description

The Land Tenure Center is currently providing assistance in the area of land and agrarian reform to the Ministry of Agriculture and Water Resources (MAWR) of the Kyrgyz Republic. The project, titled "Land and Agrarian Reform in the Kyrgyz Republic," is a collaboration with the Scottish Agricultural College, funded by the United Kingdom Know-How Fund. LTC's involvement with the project began in January of 1999 and continues until December, 2000.

The project provides technical assistance for the Land and Agrarian Reform component of the World Bank (WB) finance Kyrgyzstan Agricultural Support Services Project (ASSP), which was approved by the WB Board in May 1998. The ASSP is an integrated project containing the folowing components: i) Land and Agrarian Reform; ii) Rural Advisory Services; iii) Seed Production; iv) Crop Protection; v) Agricultural Market Information.

The project works with the MAWR's Center for Land and Agrarian Reform (CLAR) at the national, oblast and rayon levels and with the national land registration agency (GosRegister) to improve their coordination and effectiveness. The project works to 1) remove ambiguities and omissions in land legislation which hinder the farm restructuring process and allow poerful local stakeholders to influence the outcome in ways unintnededby government policy makers; 2) assist the responsible authorities to ensure that farm members, workers and pensioners are informed of their rights and are better equipped to make choices on the type of farm restructuring they wish to pursue; 3) work with the agencies to ensure that the leasing and forthcoming auctioning of the Agricultural Land Reallocation Fund is a fair, transparent and legal process; 4) work with the CLAR to monitor farm performance and the conduct of reform policies.

Peter Bloch is the coordinator of the LTC involvement in this project. Malcolm Childress, Katherine Rasmussen and Kathrine Kelm provided consulting on specific topics.

Visualizing Land Reform in the Kyrgyz Republic

This picture shows a map of the land area managed by the Logvininka village government in Kant Rayon, Chui Oblast. The yellow area is managed by the inheritor of the state farm Noorus. It is called Joint Stock company Noorus. Blue areas are individual farms, brownish-red are peasant farms. Light pink areas are for the Land Redistribution Fund. This is a fairly typical situation in Chui Oblast, where there has been relatively little splitting off from the "base farm" as residents often call the previous state/collective farm. (Note: pastures are not depicted, only cultivated land subject to privatization).

This picture shows women members of the "base farm" in International Village, Kant Rayon, Chui Oblast applying to take individual control of their land shares, i.e. split off from the former state farm. The map behind them shows where each families land share is located. The lists next to the map tell how many hectares are allocated which family in which field (the sign says, "Land Use Plan: International village government") Subsequent to this step, surveyors from GosRegister will demarcate their plots. The individual with the hat is the head of the local land commission.
