BASIS BackgroundSince 1997, work focused on financial market constraints to, and employment benefits from, crossborder trade in the region. It also focused on household and market constraints to food and income security in poverty-prone areas of Ethiopia, Kenya and Eritrea. In 1999, the program expanded to include a symposium and fieldwork linking agricultural policy and resource access with nutrition and child survival. A study on water mangement and tenure was initiated in Tanzania in 2000.
